CSE-Logo   Working Group for Monitoring the Review of the Typology of Urban Areas 2014

Chairperson: Francisco Vala
Statistics Portugal

>  Powers:

1. In the review work of the Typology, the issue of urban delimitation should be included, having as a reference the different methodologies in force in the national and international context.
2. Analyse, in a logic of continuity, the criteria underlying the Typology bearing in mind the framework of structural information available for the update of the classification approved in 2014.
3. To prepare, considering the analysis performed under points 1. and 2., an Action Plan validating the framework of the Typology, the objectives of the review, the methodological options taken and the deadlines for the completion of the work.
4. To monitor and contribute to updating the Typology, ensuring a classification that allows distinguishing homogeneous units in the national territory that reflect, through objective criteria, different degrees of urbanization of the territory for different territorial scales. Namely, the proposal should allow:
a) Identify urban space on the basis of small territorial units;
b) Classify, in an exhaustive manner, the parishes of the national territory into the categories "predominantly urban", "medium urban" and "predominantly rural" considering the Administrative Division Code on the date of the Censuses 2021 / Official Administrative Map of Portugal 2020;
c) Ensure comparability with the previous version of the Typology or, in its impossibility, assess possible technical alternatives that may be adopted to avoid break in series.
5. To consider ways of maintaining the Typology, in the intercensal period, arising from the amendment of the Administrative Division Code, namely considering the new framework for the change of parishes (Law no. 39/2021, of 24 June) which revoked the one that sustained the administrative reorganisation of the territory of the parishes (Law no. 11-A/2012, of 28 January).
6. To recommend ways that contribute for a wide use of the Classification, namely, the disclosure of a technical report on the operationalization of the update of the Typology of Urban Areas.
